Seal Beach Leisure World is managed by 15 homeowner associations, called Mutuals, under the name Golden Rain Foundation. Homeland Security could learn a few things from the Foundation. It took General Coatings Corporation, a painting subcontractor of 25 years with hundreds of associations in its resume, six years of bidding persistence to be awarded the largest Mutual job.

The Foundation provides contractors with three pages of behaviors they expect from their management team of project manager and foreman and from their team of painters. This document covers identification at entry, duration of visit, deadlines for departure, the manner of cleaning up and removal of all debris, the speed of vehicles, the appropriate dress code, the proper placement of tools, materials and equipment, the level of noise from equipment and human voices and the appropriate form of communication with retired persons. Get the picture?

And these are all good things because you wouldn't want your parents or grandparents to be exposed to undisciplined contractors who are only interested in getting their job done and not in the comfort of the population that has chosen to live here because of its peace, orderliness and general harmony.

Fortunately, General Coatings has been working with seniors for years and has always been especially helpful in moving furniture and plants from patios and balconies to maintain the safest possible environment. Those behaviors were manifest throughout our work at Seal Beach Leisure World.

Besides educating its employees on how to behave in this unique community, General Coatings faced nature's challenges as well. The property's proximity to the beach meant that fog and moisture determined how soon the painters could begin to paint each day. Using three different colors meant cleaning spray lines before another color was introduced. This puts pressure on the teams to start as early as possible--not always a choice near the water.

The General Coatings' team led by Foreman Francisco Lopez earned high marks and worked closely with Carlos Martinez, Physical Property Supervisor, and David Van Horn, GRF Inspector, of Golden Rain Foundation.
